The wiki and mailing lists will continue to be available during this period. Arrangements are under way to keep http://tile.openstreetmap.org/ available, but as yet we are unable to confirm. The sysadmin team are not taking a break; we are using this opportunity to reorganise the server hardware and are installing a large set of hardware upgrades recently approved by the OpenStreetMap Foundation.
